WHO or WHAT is the
SEVEN HEADED , TEN HORNED BEAST?
Proposition: The seven headed, ten horned beast represents the satanically controlled human governments that have successively ruled the earth from Egypt until the future revived Roman Empire headed by the Antichrist.
It is vital to correctly identify this beast before we can identify the woman riding the beast.
Note the following proofs of the above proposition.
I. The Beast Represents Human Governments
A. This is seen from the language used to explain this beast.
Re 13:1
1 ¶ And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.
2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat [throne, ( New Scofield Ref Bible nsr)], and great authority.
Re 17:9,10
9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.
10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.

1. Compare "mountain" in Is 2:2
2 And it shall come to pass in the last days, that the mountain of the LORD'S house shall be established in the top of the mountains, and shall be exalted above the hills; and all nations shall flow unto it.

44 And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever.

Rev 13.2
2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.
Da 7:2-6
2 Daniel spake and said, I saw in my vision by night, and, behold, the four winds of the heaven strove upon the great sea. 3 And four great beasts came up from the sea, diverse one from another. 4 The first was like a lion, and had eagle's wings: I beheld till the wings thereof were plucked, and it was lifted up from the earth, and made stand upon the feet as a man, and a man's heart was given to it. 5 And behold another beast, a second, like to a bear, and it raised up itself on one side, and it had three ribs in the mouth of it between the teeth of it: and they said thus unto it, Arise, devour much flesh. 6 After this I beheld, and lo another, like a leopard, which had upon the back of it four wings of a fowl; the beast had also four heads; and dominion was given to it.
C. Three of these successive kingdoms are named specifically by Daniel:

D. Daniel's fourth Beast is unmistakable. Rome, since Rome conquered Greece, and since this kingdom is said to:
1. be much different than the others – Rome lasted 1000 years
Dan 7:7
7 After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns.
Dan 7:23
23 Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.
2. be the kingdom from which the final kingdom will arise with 10 kings
a. These 10 horns are 10 kings

24 And the ten horns out of this kingdom are ten kings
b. Their rule is yet future.

24 ... that [who] shall arise
c. They rule simultaneously with the Antjchrist
(Da 7:24c)
24 ... and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings. 25 And he shall speak great [pompous] words against the most High, and shall wear out the saints of the most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time.

13 These have one mind, and shall give their power and strength [authority] unto the beast.
E. John’s sixth Kingdom is the same as Daniel’s fourth and is unmistakably Rome since:
1. that kingdom was current when John was alive. Re 17:10
Re 17:10
10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
2. that kingdom seems to die yet revives again with 10 kings like Daniel’s fourth kingdom. (This revived Roman Empire is John’s seventh head – Re 17:10 above.)
Rev 13:3
3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.
Da 7:23-24
23 Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.
24 And the ten horns out of this kingdom are ten kings that shall arise [from this kingdom, nsr]: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings.
Re 17:12
12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
3. that kingdom ends up under the final rule of the "beast" [Antichrist] who like the nation of Rome will nearly die and yet be brought back to life.

11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.
Re 13:12
12 And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.
